Donna Keller
President and CEO
As the President and CEO of Elite Technical, Donna is responsible for driving the corporate mission of excellence in professional services, program management, and staff augmentation. Ms. Keller, as Chair of the Board of Directors, provides executive leadership to Elite Technical’s management team, its employees and across all sectors of the company.
Ms. Keller co-founded Elite Technical in 1992, transitioned to a full-time executive in the firm in 1998, and was named President in 2002. Her two decades of leadership and human resource management shape how the Elite Technical teams approach client engagements, and her depth of knowledge in human resource operations and management ensures top-tier quality control and client satisfaction.
Prior to launching Elite Technical, Donna served a 25-year career in the public education sector in New York. She has participated in numerous community-based business and service organizations including the National Association of Women Business Owners and the Long Island Center for Business and Professional Women. She is an avid supporter for causes that further women in the workforce as well as child advocacy and early childhood education. She is a recipient of the Child Advocate Award conferred by the Child Care Council of Suffolk County, NY. Ms. Keller holds a Bachelor’s degree from Dowling College, a Master’s degree from Adelphi University, and has completed extensive post-graduate studies in business and legal areas.
Joseph Monaco
Senior VP, COO
Joseph Monaco is Co-Founder and Senior VP of Elite Technical. He is responsible for the positioning and execution of Elite Technical’s business, value propositions and market differentiators. Mr. Monaco ensures his team’s objectives remain focused on enhancing value for clients by flawlessly delivering on Elite Technical’s Staff Augmentation and Direct Placement engagement programs.
Having begun his career with the Aerospace and Defense industry, Mr. Monaco’s decades-long experience in technology recruitment anchored Elite Technical in its early stages and helped ensure its position as a leading provider of human capital and support services across multiple government agencies and commercial markets.
Mr. Monaco’s portfolio of innovation includes the design and development of a cloud-based SaaS system that manages the procurement and sourcing process for Suppliers; a local-market online jobs portal; a proprietary recruiting platform; and a cloud-based SaaS application that ensures transparency and ethics throughout the candidate submission process. Each of these solutions are fundamental high-value-adds supporting Elite Technical’s mission and capabilities.
A graduate of New York’s Suffolk College, Mr. Monaco co-founded Elite Technical in 1992. An active small business advisory board member, he received awards including the “Top 40 Under 40 Entrepreneurs” award from Hofstra University, the Bank of New York and the Long Island Business News, for his contributions to business development and entrepreneurship.
Phil Caporusso
CPA
Phil Caporusso has been Elite Technical’s CPA since its launch in 1992. Mr. Caporusso holds a Finance Degree in Business Accounting from Pace University and a Master’s Degree in Taxation from Long Island University in New York. Upon completion of his education and accounting accreditations, Mr. Caporusso joined the firm of Ernst & Young assuming a number of management positions over a seven year period during the 1980s. In 1990 he launched his own accounting firm and began serving the operating, financial management and accounting requirements of his broad spectrum of rapidly growing business customers.
Phil Caporusso brings extensive finance and management experience to Elite Technical’s executive team. His comprehensive knowledge in M&A and venture activities has enabled Mr. Caporusso to ensure businesses realize high-value outcomes in a variety of liquidity and valuation endeavors. Mr. Caporusso’s deep understanding of business mechanics and planning has ensured Elite Technical’s success throughout its long history and continued strong growth.
Philip Mosca
Vice President, Delivery Operations
Philip Mosca, Vice President, Delivery Operations, oversees talent delivery for all Federal and Commercial sector accounts, ensuring excellent service for every client we serve.
Having joined Elite Technical in 1996, Mr. Mosca delivers close to 30 years of staffing experience and expertise to Elite Technical clients.
As Vice President, Delivery Operations, his role includes oversight of opportunity capture in the highly active Federal marketplace, as well as staff delivery to strategic commercial business sectors.
In this role, Mr. Mosca also oversees the work of remote and corporate-based recruiters. He is responsible for requisition assignment, performance, and accountability of all Elite Technical recruiting teams in the Mid-Atlantic and Northeast regions.
He also oversees sourcing by Elite Technical’s dedicated offshore recruiting team, located in India.
Over the years, Mr. Mosca has been responsible for ensuring excellence in personnel sourcing activities. His promotion to vice president, in September 2021, is reflective of his success.
Mr. Mosca’s expertise in business process improvement and people management underscores a deep passion for helping customers achieve critical project milestones and staffing goals.
A key influencer of Elite Technical’s evolution and growth, Mr. Mosca remains responsible for personally serving numerous client accounts. In addition, he ensures that all Elite Technical requisitions are assigned to appropriate teams and fulfilled with talented technical professionals.
His hands-on approach also helps ensure that clients receive maximum value from Elite Technical’s innovative staffing program.
Mike Gerardo
Vice President, Sales
Mike Gerardo joined the Elite Technical team in 2024 with a longstanding, successful background in the staffing industry. His talents range from sales leadership to solution development and design, relationship management, operational management, service delivery, and proposal development. Since joining our team, Mike has made rapid contributions in terms of client engagement, sales strategy, and teamwork.
In previous roles, Mike had been responsible for driving nationwide sales efforts while working with recruiting teams to align daily work with overall priorities.
During his 2.5 decades leading staffing and recruiting teams, Mike has been highly successful in connecting industry-leading companies with excellent talent matches. Today, he specializes in developing and managing large national accounts, while delivering both executive level and technical talent across verticals such as Financial IT, Insurance IT, Software Development, and Entertainment.
Mike attributes his success to building great relationships with colleagues and clients that last through the years. "I've established deep trust with many people along the way - some are colleagues I've hired, trained and worked with in the past who have moved into hiring roles elsewhere, And I've cultivated many terrific relationships with managers and executives at a diverse range of companies requiring talent to match their needs.

Mike resides in Jacksonville Beach with his wife, Shannon. and two of his five children, who range in age from 7 to 25. A beach lover, Mike enjoys seaside vacations with all five children and the Florida Keys are a favorite destination. Also a golf enthusiast, Mike enjoys getting out on the links with the kids and taking his younger children out to the driving range.
Jeff Keller
Director, IT Staffing Programs
A New York-based Business Development executive with a successful history of executive-level sales, sales management and operations management, Jeff Keller brings passion and focus to revenue generation, growth and profitability for company and clients alike.
In December 2023, Jeff was named to the prestigious "40 Under Forty" class of business leaders on Long Island, NY, for his contributions to both company and community. This annual award is presented by the Long Island Business News.
Jeff's outstanding creativity and innovation positively influence Elite Technical's enterprise, from process management and optimization to strategic team development, management and operations, strategic planning and decision making. In turn, his skills deliver high value for Elite Technical clients.
Jeff draws on 20+ years of technical staffing experience and knowledge of go-to-market and growth strategies, product development, life cycles, technology services. and a strong marketing and branding orientation.
With in-depth understanding of target clients and markets, he is skilled at identifying and capturing new business opportunities.
Focused on sales operations and ensuring exceptional team performance, Jeff is passionate about effectively addressing client needs and challenges every day. His knowledge of information technology integration, infrastructure, platform and process optimization, as well as enterprise security, informs his work on behalf of Government, Fortune 1000, mid-sized and SMB clients. In addition, Jeff's team leadership has resulted in significant charitable contributions made to not-for-profit organizations on behalf of the Elite Technical team.
Donna Anselmo
Director, Marketing Communications
Donna Anselmo joined the Elite Technical team in 1999, serving in number of roles from Vice President of Marketing to Proposal Manager, and Director of Special Projects over the years. She was appointed to Elite Technical's Board of Directors in 2000.
Ms. Anselmo had previously served as Director of Internal Communications and Publications for both Olsten Staffing Services and Adecco, and was the communications point person on the merger transition team when Olsten merged with Adecco to create an $11.8 billion organization (the world's largest staffing company).
Earlier, Ms. Anselmo served as Director of Publications for the Health Sciences Center and University Hospital at the State University of New York at Stony Brook for five years, During that time, she grew department productivity from producing 22 academic recruitment, marketing, and patient education publications per year to delivering more than 100 publications annually.
An integral part of Elite Technical's marketing and proposal management initiatives since 1999, Ms. Anselmo is responsible for development and execution of Elite Technical's communications program, in concert with SVP/COO Joseph Monaco.
In 2010, Ms. Anselmo authored the 380-page book, Marketing DeMystified, which was published by McGraw-Hill Professional and sold around the world.
A former print journalist and Managing Editor, Times-Beacon Record publications, in Setauket, NY, Ms. Anselmo's articles had appeared in The New York Times, among other media while she covered beats in education, government, and healthcare in addition to writing hundreds of feature articles.
In 2008, Ms. Anselmo had launched the weekly Bold Talk Business Radio show, on AM 1300 WMEL. The show was syndicated live on various AM/FM stations across Central Florida (as well as the Internet) between September 2008 and May 2018 - until she turned her attention to a new project she had worked on in the background for several years.
Driven by entrepreneurial spirit, Ms. Anselmo co-founded the Extraordinary Self e-learning platform with Dr. Diane Kramer, a clinical psychologist and college professor. The learning platform now offers a growing selection of deep e-courses for personal and professional self-development. In addition to developing proprietary self development courses, Ms. Anselmo and Dr. Kramer deliver transformational training and coaching services for individuals, groups, and corporations.
In 2008, Ms. Anselmo also had founded Bold Marketing Solutions, an integrated marketing and training firm focused on strategic communications, public relations and all facets of marketing and internet communication. The firm primarily provides B2B marketing services.
John Keller
Director, Certified Partner Program
An integral part of Elite Technical's Recruitment Team for more than 25 years, John Keller leverages intensive experience in sourcing, interviewing and recruiting top IT and Engineering Talent.
John maintains active top secret clearance with the Department of Defense and a Certificate of Training in Insider Threat Awareness from the Center for Development of Security Excellence,
As Director of Elite Technical's Certified Partner Program and a Senior Technical Recruiter, John has provided thought leadership in recruiting strategies, process definition, and overall recruiting success for all operations at Elite Technical. While managing a team of recruiters and sourcing assistants, John also has developed training materials for new recruiters and trained and mentored recruiters throughout the operation for many years.
John's recruiting expertise and enthusiasm helped drive large staffing initiatives in local operations, and he developed training materials for new recruiters and drove large staffing initiatives in local operations. John works closely with Elite Technical's executive management team to align best practices in recruiting with overall business model.
John is an expert in full-cycle recruitment for a variety of skill sets, entry-level through management (CTO’s, Project Managers, Electrical Engineers, Mechanical Engineers, Mechanical Designers, Software Engineers, Technical Writers, Network Engineers, DBA’s, Web Developers, etc.).
His overall responsibilities include sourcing, prescreening, technical evaluation, negotiations and closing of candidates for placement on various types of assignments. John also provides consultative support and assistance to new hires on benefits, policies and employment relations, stock purchase plan, and 401K.
John is passionate about delivering highly qualified candidates to Elite Technical clients.
In his personal life, John is a volunteer firefighter, who enjoys family sports outings and resides in the Poconos with his family.
Robert P. Corr
Director, IT Recruitment
Bob Corr is Director of IT Recruiting for Elite Technical. Joining Elite Technical in 2004, his expertise blends innovative talent-matching methodologies to streamline the search, screening and hiring processes for the acquisition of highly technical human capital. Mr. Corr’s insights and experience in staff augmentation deliver results to customers across Federal and commercial marketplace.
Mr. Corr brings more than 35 years of experience to our firm, leveraging a career that spans the evolution of the IT industry. His unique perspectives were gained through a long and diverse info-tech focused career. He has held industry related management positions in engineering, sales, service delivery, project management and business development. Mr. Corr holds certifications in UNIX, Networking, Storage, Network Management and Project Management and has a Certificate in Electronics from New Jersey Institute of technology.
Mr. Corr participates in a number of humanitarian missions on both a local and international scale. His efforts include hunger programs, Child and woman advocacy programs, and youth mentoring. He is an active member of his Church community and currently serves as a Deacon.
Mark Klaaren
Senior Technical Recruiter
Senior Technical Recruiter Mark Klaaren is an integral part of Elite Technical’s recruiting powerhouse. Mark began his recruiting career with MCI Telecommunications, shortly after having graduated Columbia University Teachers College in 1994. He also enjoyed a stint in legal recruiting early in his career.
Mark sources technical candidates from across the nation, with a penchant for locating expert talent to fill positions in unusual and emerging technical disciplines. An accomplished senior technical recruiter, he also is highly skilled in locating and recruiting software and electrical engineers, cyber specialists, and project managers, among others.
Mark works diligently on behalf of both Elite Technical candidates and our clients - providing proven, strategic advice for success in today's market. His guidance has landed hundreds of technical professionals in great jobs with leading companies.
Now celebrating his seventh year with Elite Technical, Mark recruits from a broad array of technical disciplines. His skill in identifying candidates that match perfectly with job requirements - plus his creativity and expert follow through - delivers high value for Elite Technical clients.
Originally from Ohio, Mark is a skier, fisherman, and chauffeur to his son’s swim team efforts. He and his wife, Dawn, now live on Long Island (NY) with their son, a high school Varsity swimmer.

Tia Sharma
Senior Technical Recruiter
Senior Technical Recruiter Tia Sharma joined Elite Technical in April 2021, as a highly competent and versatile IT- Human Resource Professional with nearly 18+ years of experience in Technology, IT Recruitment, Employee Relations, Compensation Analysis, Workforce Planning,
Having previously studied technical applications, Tia began her recruiting career in India with West Coast Consulting, a U.S. recruiting staffing company headquartered in California, with an office in Northern India, where Tia had worked for 7+ years. In the years following, Tia held positions ranging from Senior Technical Recruiter to Team Lead and Senior Talent Acquisition Resource in the recruitment arena with responsibility for core account management and end-to-end IT recruitment before emigrating to the United States in 2015.
Today, Tia is committed to meeting the varied requirements of Elite Technical’s national client base while providing personal and professional growth opportunities for talented technical professionals.
Tia specializes in full-cycle recruitment for contract, direct hires and short term contracts while fulfilling requirements from Commercial, Federal and State organizations. Tia’s expertise includes sourcing relevant resumes, interviewing candidates on phone and video calls, salary and benefit negotiations, client/vendor account management, business development, talent pipeline management, and hiring as well as using ATS and VMS systems. Her extensive HR skills include employee relations, performance management, and policy and procedures, among other areas of expertise.
After completing a bachelor’s degree (1996) and master’s degree (1998) in Literature from Utkal University Orissa (India), Tia study at Tata Unisyss-Hyderabad, (India), a technical school where she earned a diploma in Computer Applications technology (2005) and a Certificate of Excellence in ERP/SAP, Human Resources from Webcom Technologies in 2015.

Branden Lodato
Senior Technical Recruiter
Branden Lodato is known for effective and highly productive candidate sourcing, recruiting, and evaluation skills. He has placed hundreds of talented technical professionals in great tech jobs over his lengthy tenure with Elite Technical.
Having graduated the Computer Career Center program in computer networking in 1999, Branden began his career providing desktop, MS Windows, and server support including tier III technical support for Optimum (now Altice), a cable company based on Long Island, NY.
Branden had joined Elite Technical in August 2005, then after a brief hiatus to do missionary work, he returned to the recruiting fold. Today, he sources a wide range of technical professionals from a broad array of technical disciplines.
Branden attributes his success to staying focused, following up, and making every effort to be available to hard-to-reach candidates - even during off hours.
While Branden recruits for many technical disciplines, he is particularly successful in placing candidates in cyber security, network engineering, systems administration, engineering, and server administration positions. His own background in networking security provides an edge - with deep understanding of position needs and his ability to accurately assess a candidates capabilities, particularly in the cyber security area.
Branden's diligence and professional recruiting approach has repeatedly earned him Elite Technical's Recruiter of the Month award.
A sports enthusiast who was raised on Long Island, NY, Branden favors the New York Mets, Knicks and Giants. Branden and Amelda, his wife of 12 years, live in Winston, Salem, NC, with their young son.
